Race and crime in Wisconsin

This summer, Milwaukee, WI has suffered a series of racially motivated black-on-white mob attacks. Local police and media were forced to address the problem after the July 3 mob, when 50–60 black teens looted a gas station, then assaulted and brutally beat 15–20 innocent white people while laughing, throwing full beer bottles, and using racial slurs. The national media took notice only after last Thursday’s (August 4) mob, when hundreds of young blacks targeted white people leaving the State Fair, pulling them out of cars and beating them, and hospitalized two responding police officers.
In light of these events, it is important to know the facts about race and crime in Wisconsin.
Demographics
In 2010, according to the US Census Bureau, Wisconsin was 86.2 percent “white” and 6.3 percent black, for a “white”-to-black ratio of 13.7. However, as I pointed out in my analysis of race and crime in Pennsylvania,
the US government generally* classifies over 90 percent of Hispanics as “white” [even though they constitute a distinct race], except when they are the victims (not perpetrators) of hate crime. This deceptive practice inflates the “white” crime rate, since Hispanics, like blacks, are significantly more criminal than whites….
On the other hand, only 5.9 percent of people in Wisconsin are Hispanic, according to the Census Bureau, so “white” mostly means white in the crime statistics below.
*This notoriously includes the Census Bureau, when they conduct the National Crime Victimization Survey (NCVS) for the Bureau of Justice Statistics.
The distribution of crime
Wisconsin’s Office of Justice Assistance (OJA) provides state-wide statistical reports on crime in the Badger State, up to 2010. Arrest rates by race may be used as a proxy for criminal offense rates by race without overestimating black criminality, because on the national level, arrest rates do not show a significant racial bias against blacks (“The Color of Crime,” 2005). According to the OJA, in 2010, Wisconsin blacks committed
- 57 percent of murder (whites, or rather “whites,” 39 percent),
- 32 percent of forcible rape (whites 63 percent),
- 73 percent of robbery (whites 26 percent), and
- 32 percent of aggravated assault (whites 63 percent).
See Figures 1–4. Where the labels on charts differ from the text, the text is accurate. (Excel mysteriously — maliciously? — labels the black murder percentage in Figure 1 as “58.” It is actually 57.1; the white percentage, 39.5; and the American Indian percentage, 1.4.)

Crime rate gaps
Using the white-to-black ratio of 13.7 in Wisconsin, it follows that in 2010, compared to whites, blacks in Wisconsin were
- 20 times as likely to commit murder,
- 6.9 times as likely to commit forcible rape,
- 39 times as likely to commit robbery,
- 6.9 times as likely to commit aggravated assault, and
- 11 times as likely to commit one of these four crimes.

In Wisconsin, as in Pennsylvania, the black-white crime rate gap is largest for robbery, followed by murder, then aggravated assault and forcible rape, for which the gaps are similar.
Blacks were also more likely than “whites” to commit burglary (6.5 times as likely), theft (4.8 times), motor vehicle theft (5.9 times), arson (3.3 times), forgery (3.9 times), fraud (2.2 times), stolen property crimes (12 times), and vandalism (4.6 times). They were, however, 0.2 percent less likely (0.998 times as likely) to commit embezzlement. Good for them.
Juvenile crime rate gaps
The black-white murder and robbery rate gaps for juveniles are even more startling than the gaps for adults. In 2010, compared to white juveniles, black juveniles were
- 89 times as likely to commit murder,
- 7.3 times as likely to commit forcible rape,
- 71 times as likely to commit robbery,
- 6.6 times as likely to commit aggravated assault, and
- 16 times as likely to commit one of these four crimes.
It seems black youths, even more than adults, specialize in murder and robbery.
Interracial rape
Recall that blacks committed 32 percent of (forcible) rape and whites 63 percent in Wisconsin, 2010, implying that blacks (only 7.3 percent as numerous as whites) were 6.9 times as likely to commit rape. The OJA, in their annual report “Sexual Assaults in Wisconsin,” provides detailed information on the race of the victim and offender, allowing us to calculate the interracial crime rates.
In 2010, identified whites committed 3,641 rapes against victims of identified race. Of these, 3,476 or 95.5 percent were against other whites, and 132 or 3.6 percent were against blacks. See Figure 8.

Identified blacks committed 1,192 rapes against victims of identified race. Of these, 715 or 60.0 percent were against other blacks, and 463 or 38.8 percent were against whites. See Figure 9.

The white rate of (identified) interracial rape was 3.4 per 100,000. The black rate of interracial rape was 130 per 100,000, 40 times the white rate. Therefore blacks were 40 times as likely to commit interracial rape as whites. See Figure 10.

The rate of black-on-white rape was 130 per 100,000 blacks; the rate of white-on-black rape was 2.7 per 100,000 whites; the ratio was 48. Therefore a black person was 48 times as likely to rape a white person as a white person was to rape a black person. See Figure 11.

In other news
In other news, Rosa Parks once wrote a little story about how her white neighbor offered her a drink and put his arm around her, at which point she told him to stop, which he did. My God, how did she ever survive the ordeal?
Having discovered this scandalous affair, the mainstream media are now, predictably, wailing and gnashing their teeth over her “attempted rape at the hands of a white neighbor.”
Meanwhile, you must now be considered prejudiced (for keeping an open mind about race and crime) and ignorant (for learning facts about race and crime), and shunned from society (for the aforementioned heinous thought crimes against poor, helpless, curiously murderous minorities).

I think part of the reason why the black-white juvenile murder multiple is so severely high is that so many black gangs are outsourcing their murderous duties to “juveniles,” because the SCOTUStards said you can’t execute “juveniles” because they don’t know what they’re doing (“”)

I realize that this isn’t the case with crime data, but Census data does separate non-Hispanic whites from Hispanics. So, from the Quickfacts link on Wisconsin, whites (total) are 86.2%, blacks are 6.3%, Hispanics are 5.9% and non-Hispanic whites are 83.3% (obviously, a fair number of Hispanics in Wisconsin ≈50% don’t identify as white… I’m guessing some combination of black, American Indian, and “persons reporting two or more races” makes up that group).

I was watching some main stream media political show on TV tonight where they were talking about the London Riots (I think it was Hannity). One of the blacks said that it was the unjustified shooting or Mark Dugger that set off the riots. But if that was a valid excuse then why have whites not completely destroyed the black community? When you consider that the interracial violence is overwhelminly coming from one direction that would justify anything we did to them.

What happened next is unclear due to conflicting reports by the IPCC and London-based media, which only have basic facts in common: multiple shots were fired, at least one bullet was lodged in a police radio worn by one of the officers and when it was over, Duggan was dead.
Based on the IPCC account, two shots were fired by a single officer. Later, after Duggan was pronounced dead at the scene, the IPCC said a post-mortem examination revealed he had been shot in the right arm but was felled by a single shot to the chest. A non-official handgun was recovered from the scene, but it did not appear that gun had been fired, the IPCC said.
Though the IPCC does not mention other shots being fired, it did confirm another bullet was recovered from the radio worn by one of the police officers. That bullet was consistent with those fired from the submachine guns carried by police

This leads in to a witness account of “3 – 4 officers (which was it? You’d think you’d remember 3 vs 4, not 15 vs 16) with big guns held him down and shot him”
Sounds pretty bad, right? Like it was an execution? Right. Something doesn’t add up. Read the actual IPCC press release (aug 8th, the day before this article):
Two shots were fired by one CO19 firearms officer.
Paramedics from London Ambulance Service (LAS) attended along with medics from the Helicopter Emergency Medical Service (HEMS) but Mr Duggan was pronounced dead at scene at 6.41pm.
A non-police issue handgun was recovered from the scene.
A post mortem examination concluded that Mr Duggan was killed by a single gun shot wound to the chest. He also received a second gunshot wound to his right bicep.
The IPCC commissioned tests by the Forensic Science Service (FSS) who have so far confirmed that:
• The bullet lodged in the MPS radio is a “jacketed round”. This is a police issue bullet and, whilst it is still subject to DNA analysis, it is consistent with having been fired from an MPS Heckler and Koch MP5.
• The firearm found at the scene was a converted BBM ‘Bruni’ self loading pistol. This is not a replica; the scientist considers it to be a firearm for the purposes of the Firearms Act and a prohibited weapon and is therefore illegal.
• The handgun was found to have a “bulleted cartridge” in the magazine, which is being subject to further tests.
At this stage there is no evidence that the handgun found at the scene was fired during the incident. The FSS has told the IPCC that it may not be possible to say for certain whether the handgun was fired, however further tests are being carried out in an attempt to establish this.

A very, very different story. Facts that are there say it does appear that he shot an officer.
A little more research shows that the converted starter pistol started life as a .380 – which is the same diameter as a 9mm (from the police MP5s,) the only difference is 2mm lengthwise. In other words, the converted illegal weapon was likely the same caliber as the police weapons and while there is no evidence it was fired, there is no evidence it was not fired.
If liberals can justify blacks rioting on the grounds that they have poor relations with the police, or that there is a lack of community outreach, or whatever, would whites (or any other group) then be justified in taking it to the streets because they have to put up with an increasingly repressive PC system?
Of course, it could be argued that blacks have a healthy regard for their rights insofar as they push back when pushed. Much of the problem gets back to the extreme passivity of majority populations in the Western world.
S2C, you are correct about the .380 ACP (9x17mm, 9mm Browning Short) fired by the converted BBM having the same bullet diameter as the 9mm Parabellum (9x19mm) fired from the Hockler submachinegun. Since newspapers aren’t written for ballisticians (dangit!) we don’t know the weight of the recovered bullet. Both cartridges use a range of bullet weights and the Parabellum tops out higher than the Browning Short (160 grains versus somewhere closer to 100 grains).
Doesn’t matter much to me. This was probably a gang banger threatening the police and he got what he had coming to him. That is what I surmise.

Does anyone actually believe that these perps are Germans, Poles and Scandinavians? How much you wanna bet these 132 (less if some repeated their crime) “whites” are hispanic “whites.” VDARE had an article on criminal hispanic “whites” in Wisconsin along with pictures of the perps. Hint: they didn’t look like Bob Villa.
